"Crime": Terrorizing a minor during a passport photo
Xander was just **trying to help** this child take a passport photo, but things took a **horrifying** turn.
After multiple failed attempts to get the kid to look at the camera, Xander tried **clapping, waving, and making funny noises**. Unfortunately, his final attempt—described by witnesses as **"a bit of a madman"**— left the child so terrified that he **hid behind the trash can.**
